Foreign delegates attending the International Radio Conference expressed considerable dissatisfaction with the rapidity with which officers were elected. Mr Hoover’s election as president by acclamation was accomplished so quickly that many delegates were unaware what had happened until Mr Hoover began his speech of acceptance. After this, Mr Hoover swiftly announced various other tentative appointments. When the session closed the corridors buzzed with excited conversations, in half a dozen languages. The delegates warmly expressed their views regarding the rapidity of American methods. They declared that the rules of international courtesy will prevent the raising of objections to making these tentative appointments permanent.
