BILL BEFORE HOUSE OF COMMONS

The Rev. T. Barr, ALP., backed by all the Scottish -Labourites has circulated a Bill seeking to confer on Scotland a single house representative chamber of 148 members. If the Bill is passed, Scottish representation m the House of Commons will cense. A Lord High Commissioner in Scotland will ha appointed to represent the King. The Scottish parliament will deaf with ail domestic affairs except the defence forces and foreign affairs which will bo administered jointly by the Imperial and Scottish Ministries.
