GERMANY’S WAR POLICY.

HOTLY CRITICISED BY TIRPITZ. ATTACK ON LEADING GERMANS. By Cablr*—Press Association—Copy right “The Times.” (Received Oct. 6, 11.45 p.m.) LONDON, October 5. Admiral Tirpitz follows his recent revelations with a volume, entitled, .“Germany’s Impotence in the World War,” elaborately defending his policy, and mercilessly criticising his opponents, including Falketiliayn, Von Molte, Von Ingenohl, Erxberger, Von Pohl, and tacitly condemning the ex-ICaiser for refraining from the leadership. The various authorities cited by Admiral Tirpitz, reveal marvellous disorganisation at tho head of the Navy. There is a suspicion . that •Admiral Tirpitz created this, in order to prevent others having control when he was not allowed to exercise it. Admiral Tirpitz holds Dr. Bethmann-Hollweg responsible for the loss of the war.

The writer’s main contentions are that the Fleet should have taken action at the outbreak of the war; the submarines should immediately have begun the campaign at fullest intensity against the allies and neutrals. Neglect of these policies lost the war. Admiral Tirpitz’s policy was the hunger-blockade of Britain, despite the insufficiency of the submarines, of which there were only eleven early in 1916. The Crown Prince backed his “sink at sight” policy.
