Briand s ability to iorm a Cabinet, lolloping the all day unsuccessful quest for a Finance Munster. Successive candidates lose confidence after a heart to heart talk with M. "Perot or the manager of the Banque de Trance, on the real facts of the position of the Treasury. M. Caillaux is the latest man approached, hut lie repeatedly refused to accept unless he simultaneously heads the Government. It is confidently predicted that M. Briand will he compelled to approach an expert who i.s not a member of Parliament. In the meantime, ho i.s canvassing the party leaders, regarding the possibility of a stable majority without which the Prime Minister declares he will not take office.
