Briand Shirks Task. ANOTHER RICHMOND IN THE FIELD. By Cable—Pres* Association—Copyritht. Australian and N.Z. Cable Asiocieilon. PARIS, June 18. M. Herriot has virtually declined to participate in the Government. M. Briand declared that ho is continuing the task of forming a Ministry wide enough to embrace those with the power and authority indispensable for facing the grave tasks, but if he did uot succeed he would not form a Cabinet. In view of M. Herriot’e refusal to join, M. Briand has abandoned the formation of a Cabinet. President Doumerguo lias summoned M. Herriot, who llaß consented to form a Cabinet.
M. Briand, on leaving the Elysee, said M. Poincare had promised to cooperate in the formation, of a large concentration Cabinet, but as the Radical Socialists refused to allow their President, M. Herriot, to co-operate 111. Herriot obviously should take over tho task of Cabinet making. M. Briand said he rejoiced at realising his dearest wish—tho recovering of liberty.
