Sir James Allen states that tlie invitation to the Duke of York was entirely impromptu. It was not suggested or inspired by the assumption that as Duke of York would probably be opening the Federal Capital, and therefore it naturally suggested a visit to New Zealand. The Duke of York’s prepared speech did not contain reference to his visit to either Australia or New Zealand. In a single sentence. “I hope to visit New Zealand,” was tho intention interpreted.
