SOVIET RECEIVES A REBUFF. By Cabls—Press Association-—Copyrieht Australian and N.Z. Cable Association LONDON, April 30. The Helsingfors correspondent of the ‘'Times" reports that Finland, Poland, Esthonia and I.atavia have agreed to inform Russia that they are unable to make non-aggression treaties, but are willing to consider an arbitration pact.
