GERMANY WANTS MANDATES.

Briand’s admission that the Locarnoites promised that “eventually Germany would be given the allotment of a colonial mandate.” the London Secretariat of tho League of Nations explains that the matter was tin. subject of negotiations between Germany and tho League’s Council. Last year Germany wroto. asking that “in due time she should be given an active share in tho working of the mandates system.” The whoio of the ten members of tho Council replied approvingly,, but pointed out that no mandates wore vacant, nor could be allotted Germany, unless some mandatory defaulted or relinquished ■ Thus tho matter remains, until Ger many joins the League and becomes entitled to make representations to the Council. The Australian Press Association understands that Germany’s ambitions are confined either to Togolnnd or the Cameroons, now mandated to France.
