Dr. Luther’s Efforts Futile.

Dr. Luther’s efforts to form a Coalition Cabinet, comprising Democrats, Centrists, the German Peoples and the Bavarian Peoples Parties failed, owing to differences between the Democrats and Bavarians. The former insisted upon Dr Koch being given the position of Minister of the Interior, whereas the Bavarians objected to Dr. Koch, saying lie was a danger to tho federal system of the Reich on account of his strong Democratic and Republican views.

Dr. Luther will make a final effort to-day to bring the parties together, but in the event of his failure, tho President will be faced with the alternatives of asking Dr Luther to form a Cabinet of officials and experts, or inviting another politician to make an attempt. President Hindenburg, with view to help Dr. Luther in the Cabinetmaking, received the leaders of the various parties. He told them a Government must be formed, and the situation would be most serious if Dr. Luther failed.

Subsequently all parties conferred with Dr. Luther, and all agreed to his proposed Cabinet, which includes Dr. Kuelz, Minister of Interior.
