It is officialy stated that General, Chang-Tso-Lin and General KuosungLin will be notified by the Japanese that no fighting will be permitted within six miles of the capital. Ail Consuls have requested Japan to take all steps to protect foreigners in the capital. Japanese troops have been instructed to maintain absolute neutrality. It is explained that the Portsmouth Treaty allows Japan approximately 15000 railway guards in Manchuria, but even with the reinforcement the total will only be 8000. The Japanese do not expect General Chang-Tso-Lin to attempt to refuge in Mukden even as a private citizen, as his life would be endangered by the Chinese, but be will probably fleo to Dairen or some other Japanese territory if defeated. Official advices indicate that Genera! Chang-Tso-Lin’s mercenary troops are near revolt. Numerous lootings are reported. The strictest measures have been deemed necessary to prevent the loss of life and property of nationals and foreigners. Tt is stated that Genera! In view of the situation m Manchuria, the War Office announces its immediate intention of bringing up the garrison to full strength by sending 1000 troops from Korea, and following them up with 2500 from Kurcrae.
