WHO LOST THE WAR?
—. GERMANY’S SPECIAL INQUIRY. NO CRIMINAL GUILT PROVED. (Received July 19,. 5.5 p.m.) LONDON, July 19.
The Berlin correspondent of the “Morning Post” states that a special committee, appointed by the Reichstag, to investigate the causes of Germany's military collapse in 1918, have presented a report which records that they unanimously reached the conclusion that they were unable to attach criminal guilt to any person. Regarding moral or historical guilt, the majority of the committee arrived at the conclusion that nothing was brought to light to justily judgment against any single person, but a minority, consisting of the Socialists and Communists, affirmed that such guilt should bo attached to Hindenburg and Ludendorlf.
