In the House of Commons, replying to Colonel Gretten, Mr. Baldwin said the arrangement for direct communication and consultation between the Prime Ministers of Britain and tho Dominions, had not been discontinued. The announcement that it was intended to appoint a Secretary of State for the Dominions, in nowise modified or conflicted with the desire which the Prime Ministers of the Empire expressed' in 1918 for direct communication. The circumstances in which direct communiation between Prime Ministers occurred, were clearly indicated in the resolutions of the Imperial War Cabinet of 1918, which were confirmed by the Conference of 1921, and remained in force.
