DEADLOCK IN NEGOTIATIONS

By Cable —Press Association —Copyrigl#Received 7.55 p.m., June 30. LONDON, June 30. The “Daily Telegraph’s” political correspondent says that there is a complete deadlock in the Soviet negotiations. The plenary meeting has been deferred during several weeks, as the British delegation has not been successful in finding a common ground with the Bolsheviks, who want a considerable loan without giving any guarantee that the safety or persons and property will be recognised. . x . .. Mr MacDonald will insist that the conference shall not be allowed to break up until the last extremity is reached. So negotiations have been transferred to the city, where bankers and financiers are trying to find a formula for the recognition of the debts. Thus far the result mostly has been negative. The Russians say the interest they offer is so high that the difference between it and normal rate, can be used to repay the old debts, but make conditions that the debts be reduced to ten per cent their original value.
