The majority -of managers agreed to the principle of the boycott. The manager of tho largest department store angered the students by declining to give a definite answer because a joint stock concern would be unable to pledge the shareholders. Several managers warned tho agitators of the danger of an American counter-boycott which Japan c-ould not afford.
