Stop-Gap Ministry Formed.
PRESIDENT’S DEFEAT CERTAIN

PARIS, June 8
M. Marsal has virtually completed his “Stop Gap” Cabinet, including M. Lefebre, M. Duprey (Foreign Affairs), and M. Maginot (War). All the members belong to the Bloc National. Almost all were members of President Millerand’s or M. Poincare’s Cabinets. It is understood the President’s Message to Parliament, the draft of which he communicated to the prospective members of the Cabinet in the afternoon, declares that the new majority’s determination to cut short his seven years’ tenure of Presidency, amounts to a coup de force, and a violation of the constitution. He asks Parliament to state by an unequivocal vote whether it sanctions such a dangerous precedent. He asserts he has acted constitutionally throughout the Presidentship. It is a foregone conclusion that the Chamber will vote against President Millerand.
It is expected the new President will be elected by the National Assembly at Versailles on Friday, afid M. Herriot’s Cabinet thereupon bb formed.

M. Marsal takes the Premiership and Minister of Finance. M. de Selves retains the* portfolio of Ministry of the Interior. The general impression is that M. Marsal’s Government is only a prelude to President Millerand’s retire ment, which will be necessary after the Chamber and the Senate refuse to accept M. Marsal’s justification for President Millerand’s attitude.
