WASHINGTON, June 6. A treaty, designed to suppress the smuggling of liquor and narcotics ■ across the Canadian boundary, was signed by representatives of the Canadian and United States Governj ments.
Mr Ernest Lapointe (Minister for Justice) signed on behalf of Canada, and Mr Hughes (Secretary of. State) for the United States.
ARREST OF SPANISH CONSUL.
DIPLOMATIC PRESTIGE OFFENDED.

A telegram from Montreal says in connection with the arrest of the Spanish Consul (Mr Miguel Maluquer) at his office, charged with conspiring to defraud the Canadian Customs by smuggling alcohol into Canada, other Consuls have taken up the matter, with the Home Governments. The question at issue is: "Whether a duty accredited Consul in a foreign land, can be arrested by the police. The sanctity of the domicile is also debated.
In the meanwhile, Maluquer is in gaol. He has failed to raise the 1000 dollars bail fixed for his release, pending his trial.

Jjy Otble—Pre.a Cooyrurni. (Received 5.5 p.m., June 8.) NEW YORK, June 6. A despatch from Columbus (Oblo) says the Prohibition Party ba’e nominated Mr H. P. Faris Clinton, a Missouri banker, for the Presidency, and Miss Marie Brehem, temperance worker, of Long Beach, as VicePresident.
