Agreement in principle was arrived at on the following basis: The Allies agree to refrain from insistence on the currency wherein the Ottoman debt should be paid, without such attitude precluding them from maintaining that private contracts between Turkey and its creditors cannot be modified except by agreement between Turkey and the Ottoman bondholders. On the question of concessions, the agreement recognises contracts made before October 29, 1914. The agreement also restores the wai material belonging to the Turks, which has fallen into the Allies’ hands.
