Millerand at Strassburg recalled that after the FrancoRussian war (Germany imposed on France a tribute of five milliards of marks and did .not grant, postponements. She said : “That is what you owe. We will hold your territory. When you have paid we will go.” Germany kept, her word. France will now keep hers.

The ‘'Daily Telegraph's” coirespondent, states that the speech is taken to represent the attitude towards the impending- German offer. It is said that the French Government is no more interested in Germany’s capacity to pay than formerly. It is Germany’s business to pay what she owes.
