Tlie House of Lords, by 68 votes to S, refused to read a second time Earl Rus,soil’s Bill to amend the blasphemy laws, making it impossible to prosecute any person in any Court for schism, heresy, blasphemous libel or atheism. Earl Russell pointed out that nothing in the blasphemy laws prevented anyone speaking disrespectfully of the Roman Cathoiic religion or the Mass. The Archbishop of Canterbury said tlio last thing he desired was to buttress the Church of England by artificial defences, but Earl Itusseli had failed to show that any grievance existed. Lord Onslow pointed out that the only blasphemy punishable was wilful intention to insult others by the abuse of the Christian religion. People ought to bo protected against outrages and abuses of this kind. Schism, heresy, and atheism were no longer offences in a secular court.—A. and N.Z, Cable.
