It is understood that the Japanese reply to tho United States Note on Saghalien- is considered ■unsatisfactory. It is believed that .Japan refuses to recede from the position she assumed, to which the United States has taken exception. Japan claims that Saghalien is virtually part of isikolaievsk, and therefore is subject to Japanese occupation due to the Nikolaievsk massacre.
It is understood that tho reply further points out that the creation of a Siberian buffer State is essential, in order to prevent the spread of Bolshevism, and intimates that the occupation of Saghalien depends upon a- military contingency.
AN UNPOPULAR PRINCE.
TOKIO, Aug. 15.
The police are closely guarding Prince Yamagata, owing to letters threatening his life as a resrdt of his participation in politics.
It is announced that 400 persons were drowned as the result of the recent floods in Saghalien. ,
