Cable Assn. • NEW YORK, July 19. l.fc is understood that Mr Cox will make the keynote of his campaigu an appeal to the people for ratification: wiouout delay of the League of Nations if two reservations or suggestions will be permitted: (1) Agreement by all nations that they should enter the League with the purpose of maintaining the peace of the world; (2) that AvJnle the United States does not intend to shirk its obligations to the League, members must -understand •that tlie power of making war is vested in Congress. [ The "New "York Times" Davton correspondent interviewed Governor Cox, wlio_ said that opposition to the League of Nations is partisan bigotry, and was a. deep-laid, carefully planned conspi rivcy. "I do not claim that tßie League is "perfect. I have suggested two reservations, which will not nullify the Treaty." OTHER. QUESTIONS. Governor Cox also said:—"l am thoroughly convinced that the Irish problem will be resolved satisfactorily' to all the peoples concerned. Prohibition in the United States is ordered by Constitutional provision and Federal.. statute, and the President takes oatih to' enforce both. It has never been . nvv habit to violate an oath. I 1 believe in tariff for revenue. 1 favour making the Federal banking system flexible in order that branches ma y be opened in every trade centre of the -world.''' LABOUR AND THIRD PARTY. "rimes" says that while tlie opinion is expressed that the' National Labour Party -will not merge with the third party, there is a considerable probability that both organisations will adopt the same platform and the same Presidential candidates. It. is hoped that Senator Lafollette, of Winsconsin. will be prevailed upon to accept Presidential nomination.
