NEW DIAMOND-GUTTING INDUSTRY. --"'J Australian and N-Z. Cable Assn. Received 5.5 p.m., May 25th. CAPETOWN, 'May 24. The draft contract of the proposed diamond-cutting industry, provides for the.: formation of a company _ with _ a capital of two millions sterling which will erect a factory equipped with two thousand mills. 'The company is to train disabled soldiers. The Government will supply the stones, taking 25 per cent, of the diamond output and paving the producers current market prices. ANTI-BOLSHEVIK .LEGISLATION. The Government is preparing a Bill to meet Bolshevik tendencies in some sections of the community. The measure gives power to prohibit or restrict, the publication of matter in which, unlawful and violent acts are for the purpose of effecting changes in political, industrial, or economic conditions, or inciting natives to break contracts and disobey "the laws. It also pr-Ovides for the registration of all aliens within or entering the Union, and prohibits tlic "membership of associations advocating unlawful acts. .
