SMALL HOLDINGS. A FAILURE AT HOME. Australian and N.Z. Cable Assn. LONDON, March 26. Sir Rider Haggard remarked, in evidence Ijefore the Birth Rate Commission, that he knews of no small holdings in England that were successful. He urged that emigration within the Empire and redistribution of population would solve many, problems. He rules out small holdings.
