LOCAL ELECTIONS BILL. | TO CHECKMATE SINN FEIN. Received 0.15 a.m., April ] s t. LONDON, April 30. The House of Commons passed the second reading 0 f a Bill applying proportional representation to the next Irish' local elections. Mr Samuels. Irish Attorney-General, said the representation of minorities must ho •safeguarded. At present) ginn Feiners and Bolsheviks were wrecking local institutions. Sir E. Carson denounced the measure and Nationalists and Unionists supported it, as the only means of preventing Sinn Feiners obliterating minorities.
