GERMAN COLONIES.
DR. SOLF'S SPEECH. MR MASSEY IN REPLY: Australian and N.Z. Cable Assn. LONDON August 23. The Right Hon. W. h\ Massey, interviewed regarding Dr. Solf's speech, said:—"lt may be taken for granted that Dr. Solf speaks the Gorman Government's mind. Germany now talks of peace by negotiation because she has found the policy of - the mailed fist doomed to failure. But after Germany's treatment of Belgium the will never again take Germany's word or bond. She is a criminal among the nations and will, we hope-, be compelled to appear at the bar of national justice in -the not distant future and accept punishment for her misdeeds.
"Dr. Solf pretends that Germany has not . pursued an aggressive policy in Africa and the Pacific and says that hsr future colonial possessions should correspond with her merit as shown to the .coloured races under her care. I am able to say that the native races in the Pacific hate and detest her. Whereas they have shown practical sympathy with Britain and the Allies, I have not neard that any native of Germany's late colonies wanted to fight for Germany.

We have experienced Germany's peaceful penetration and war-waging methods. We do not want either until Germany atones for her offences against God and man and gives security for better behaviour in the future. Until then Germany should not be allowed to rank as a civilised nation^
