URUGUAY. TAKING A SIDE. Australian and N.Z. Cable Assn. Received 5.5 p.m., Aupist 12th. WASHINGTON, August 11. The State Department Ins received Uruguay's official declaration that she docs not repard the United States as a belligerent. This means that Uruguay is no longer neutral.
