' CONFERENCE OF ALLIES* TO CONSIDER POSITION. RUSSIA ON GREECE. Reuter's Telegrams. Received 8.50 p.m., July 10th. PETROGRAD. July 9. The Government announces' that a special conference of the Allies is to be convoked to consider Balkans affairs. The conference is necessary in view of the extreme complexity of the political and strategical situation in ■' the Balkans. Its object will be to secure a common policy. It adds. "The Government lias, for-' mally protested against the' recent steps of the other Allies in Greece. "While not animated 'by a desire - to Btipport Constantine, of whom we disapprove, and whose personal policy we continue completely to disapprove, we disapprove of the means employed to forcibly substitute one king for another. We maintained in "our pourparlour with the Allies that the choice of the form of G-ovp'-nrnent for Greece, ! as well as its administrative organisa- I tion appertains exclusively to the Greek I people. For these reasons the Government refused to allow Russian troops to participate in the expedition to southern Greece."
