ROUMANIA.
'lift DOBRITdJA CAMPAIGN. "("The Times.") LONDON, Sept. 29. Mr Braun, writing from Roumanian headquarters, says that the RussoRoumanian forces from September 16 to 20 underwent a. severe ordenl. Violent attacks supported by heavy artillery were delivered on September 16 and 17 on the right flank at Raliova (in the Dobrudja), where the enemy obviously attempted to break through towards Tcheruavada and cut communications.,
The siuation was most critical. Ou ■ September 18 and 19 the enemy renewed his desperate attempts on the ■ right flank and 1 centre, but reinforcements enabled the Allies successfully "■to counter the attack. The situation is now not critical. The line is solid and tihe .enemy is compelled to maintain a passive entrenched defensive. ONE MONTH'S PROGRESS. ~Mr Bourchier ■writes from Bucharest :—rThe month's' war results are satisfactory, -The 'loss of the Bulgarian inhabited districts of the Dobrudja cannot outweigh the occupation of onethird of the Roumanian inhabited Transylvania.
