GERMANY'S EFFORTS. # TO BUY OFF RUSSIA. LONDON, August 26. A Stockholm correspondent of the Temps" gives details of the Kaiser's recent peace proposals to Russia. After the failure pf the first march to Warsaw Germany thought it possible get Russia to her side by offering her the Dardanelles. Russia refused, whereupon the Kaiser ordered a great Galician offensive. During the latter part of when the advance on Warsaw was delayed, Berlin financiers became alarmed at the Jong duration of the war and urged the Government to bring about an immediate separate peace. The Government thereupon proposed to cede Constantinople to Russia, giving IMrkey Egypt. This proposal coincided with the publication "of surprisingly friendly references to Russia, in the German Press and also the eulogistic articles by Dr Sven Hedin in die Swedish Press. Russia again refused. ! REASSURING. Received 10.50 p.m., August 27tli. ' PARIS, August 27. Mr Lloyd George told Senator Humbelt that while a single German remains in France or Belgium no Englishman n ould dream of making peace.
