A message from Sofia states that Roumania, Bulgaria and Grece 6till declaro their resolve to maintain neutrality, but complications may posr sibly occur at any moment. A Roumanian army of four hundred thousand men on tho Hungarian frontier would probably decide the issue of the campaign in Galicia and Poland. The agitation in Bucharest for an immediate, invasion of Transylvavnia is rapidly reviving. Germany is doing her utmost to revive discord between Roumania and Bulgaria. The latter by mobilising could compel Turkey to maintain three hundred thousand men in Europe, and thus paralyse her military .activity in Asia. RUSSIA PLANNING. TO TAKE CONSTANTINOPLE. Received 12.5 a.m., Nov. 12th. PETROGRAD, Nov. 10. The Czar lias instituted operations to capture Constantinople at an early date ITALY IS ANXIOUS. ROME, Nov. 10. Italy lias demanded that Gormany and Turkey shall stop operations against Italians in Tripoli. It is believed that Turkey will force a crisis in Itajy by acts of aggression in the latter's new colony.
