AN EYEAYITNESSES'S STORY. GERMAN BRUTALITY. LONDON, Sept. 6. Mr Will Irwin, tlio American author. with three American war correspondents • witnessed tlxo sacking of Louva.'n. Mr Irwin states that tho destruction c.f the city and the massacres were originated by youths tiring on the Germans from houses. Every such house was burnt down and tho occupants wero slaughtered. Tho destruction was remorse'.cs.sly completed on the second day of occupation., street by street, house by house. Only two thousand G.erman soldiers were engaged, but they were drunk with blcod not liquor. ill- Irw'n bel'eves .that tho Germans •n general are not defying tile rules of warfare, but are n-plying them with an entireties-; of brutality hitherto unknown in civilised warfare. Tho inhabitants who have not fled from tho ruins of their towns and villages aro left starving, destitute, and stunned.
