THE ALLIES' AGREEMENT. TO SEE THE WAR, THROUGH. (High Commissioner's Cable.) LONDON, Sept. 5. Official.—The following Declaration was issued this afternoon by the British Foreign Office:— " The undersigned, duly authorised thereto by their respective Governments, have declared as follows: The British, French and Russian Governments mutually engage not to conclude peace separately during the present war. These three Governments agree that when terms of peace are discussed no one of the Allies will demand conditions of peace without the previous agreement of each of the other Allies.
