SOUTH AMERICA. PINCHED BY THE WAR. Received 5.45 p.m., Sept. sth. NEW YORK, Sept. 4. The Consuls of Central and South American countries are considering a proposal to establish credits with tlio United States, to finance them through the war period. It is stated that with the exception of Argentina and Brazil, all the Republics are hard hit. Tlio United States is unable to add much to its present consumption of South American products, consequently the Republics' outlook is very gloomy, as their European trade is almost ruined. It is expected that there will be a general revision of tariffs throughout South America. UNDUE RISE IN PRICES. IN UNITED STATES. A Federal Grand Jury, after investigating tlio undue increases in food prices owing to the war scare, returned thirty-two indictments against unnamed parties, accusing tlicm of artificially raising prices.
