The Chapman Commission recommends the appointment of a commissioner to administer industrial legislation ; also conciliation boards,, voluntary registration of trade unions, and regulation of hours under the Shops and Factories Act. - WHARF OVERTIME. MELBOURNE, March 5. The stevedores have decided to work overtime. This clears the way for hearing the waterside workers' case. SYDNEY BUTCHERS. SYDNEY, March 5. The master butchers state that every shop in the Metropolitan area will be opened to-day, that many volunteers have offered their services, including a number of unionist shopmen, and that 5000 farmers and their sons are ready to come from the country if needed. Received 9.30 p.m., March sth. The Cabinet committee submitted fresh proposals' to the men's delegates, but details are withheld. They will be submitted to a mass meeting on Friday night. RUSH FOR, MEAT. Immediately all the big city shops were opened there was a rush for meat. Only a limited number of hands were available. Between three and four hundred masters attended the abbatoirs, either killing or cutting, the only union labour engaged being in the public slaughtering pens. The_ Homebush market was very animated, and small supplies resulted in big prices being obtained. A STRIKE AVERTED. MELBOURNE, March 5. Mr Justice Higgins, on adjourning the wharfmen's case till Monday, congratulated the employers, the Union leaders, and above all, the public, that a threatened disaster had been averted. The shipowners had exercised a wise patience in not taking certain steps which would have precipitated a general struggle, much greater than that in New Zealand.
