The House of Commons has completed the consideration in committee o! : forty-eight clauses of the Home Rule Bill, guillotining the last six. The House will discuss the new clauses and schedules to-day. Mr Samuel's amendment was carried, transferring the Irish Post Office to Britain in times of national emergency. Tho Opposition sharply criticised Sir Rufus Isaac's alteration in the time of meeting of tho Irish Parliament. Mr Bonnr Law said that tho Government was contemplating a general election after the Bill was passed and before it could come into operation. It was a wicked proceeding and certain to result in disaster. Mr Asquith denied that the Government had an ulterior object hi view. Received 12.15 a.m.. Dee. 13th. LONDON, Dec. 13. The House of Commons by 266 votes to 10G voies rejected Mr Hafctersley's clause making tho Union Jack the Irish flag. Mr MacVeagh, in a flippant speech, asked why Ireland .should be forbidden to do what every colony ancl Dominion was allowed to uo. Mr Birrell said a compulsory, flag would not encourage loyalty, and compulsory loyalty was as impossible, as compulsory religion or eompulsorv Greek.
