The " Observer'' condemns the "Daily News" for its narrow, petty, mean view of naval questions. Mr Churchill, the, "Observer" says, has not made it a secret that the fleet is enough to defend the Empire in Home waters, but without a margin more distant services are unlikely. The Dominions have their ships tied to European seas without any vessel free to aid thorn in their emergency. The "Observer" demands two keels to one, with the Imperial ships rdditional. This would leave sis ships ffree to join the Imperial patrol. A policy is needed to effectively control the naval material of the Empire. It is conceivable that if ships are lavished on the Empire the strain of manning and maintenance will be a greater burden than bheir value will warrant.
BRITAIN AND GERMANY. RELATIONS MORE FRIENDLY. A PRO-BRITISH AMBASSADOR. LONDON, Dec. 1. Baron Lichnowsky, the German Ambassador, speaking at the Royal Society, said that the close intellectual connection between Britain r.nd Germany was a powerful help in establishing harmony with both nations, who at present were working side by side regarding the European situation. Their political relations were never more intimate, nor more sincere, than at present. BERLIN, Dec. 1. The newspapers are giving prominence to the friendliness of the British newspapers towards Germany.
