WHERE WOMEN RULE.
Hujinewell, Kansas, where they have a woman Mayor and a woman police chief, is just now a very joyous city, and the citizens aro content to allow municipal government to remain practicaly at a standstill, whilst they watch the- fight for tine, control of the council betweeai the Mayor and the "mere men" councillors (writes aXhicago correspondent). The Mayor, MrsT Wilson, haviug appointed her friend, Mrs. Osborn, chief of the police, proceeded to appoint another suffragette reformer, ilrs. Alice Hilton, to the office of city clerk. A number of tho councillors, however, declined to confirm the appointment, and the Mayor appealed to Governor Stubbs to remove thes-0 reactionary females from office. Mrs. AVilson complained that her administration is being hampered by the obstructionist tactics of the niale councillors, who, for their nart, declared that the Mayor is trying' to fill up all the offices with her suffragette friends. The Governor has declined to interfere, but in the meantime tho Mayor holds the key to tho sdtuation. She possesses the city record?, and no business can Ijo transacted until she surrenders them. This- she refuses to do mitl she is assured that her wishes will be earned out. Several council meetiasrs have beeir held, hut the Mayor has declined to attend with tho records unless tho councillors "promise to Osgood."
