In the Houso of Lords, in tho discussion on liis amendment for a joint committee, Lord Cromer emphasisod tho necossity cf an impartial tribunal to docido what a money Bill was. Lord Haldano said that tho amendment would enable the committee to control Parliament. It was impossible to separate general policy from finance. Lord Loreburn held that the amendment would dethrone tho House of Commons , from its hitherto unassailable authority on questions of finance. Lord St. Aldwyn suggested that tho oommitteo should consist of the Lord Chanoellor, the SpAakor, and the Chairman of .Committees of the House of Ijords and of the Commons, with a fifth person chosen by tho other four.
Lord Morley declared that nothing woud induce tho Government to accept the committee If it were persisted in, all possibility of an agreement would vanish.
