Mr Taft has announced that he never had any intention to intervene forcibly in Mexico unless conditions of the gravest character arose. The troops were mobilised merely for the purpose of securing the United States neutrality. At the same time they were enjoying a valuable training. The v. ar rumours were absurd. Troops will remain on tho border till July. Mexico lias never protested aga:nst their presence. Advices from El Paso state that if peace proposal do not come to hand, the rebel leaders will join their forces, and a bitter \rar is promised. JAPAN AND THE STATES. Th© American Consul, returned from Formosa, denies that Japan is fortifying Formosa to use- as a base of operations against the Phillipinos.
