It is alleged that the Russian volunteer fleet, in the New "Ybrk-Libau service, was driven out of business, and that the Russian American Compaany was forced to enter the Conference. The penalty, if the Conference is not dissolved, is refusal of the United States Government to allow the companies' vessels to clear at any of the United States ports.
