A LABOUR MANIFESTO. PAYMENT OF MEMBERS. Press Association-By Telegraph-Copyright Received 9.35 p.m., Oct. 17th. LONDON, Oct. 17. The Labour Party's manifesto has been issued. It is entitled—" How the Osborne judgment dooms trade unionism." It declares that the rich can draw cheques for thousands of pounds to finance political friends, but it is illegal for combined labour to help the poor by means of combined funds, which is the only way coppers can be made as effective as cheques. The Osborne judgment made the House of Commons a present to the rich. The experience of America proved that payment does not secure working class representation. Payment must be accompanied by power to form a political organisation. THE BYE-ELECTION. The conference of Trades Unions and Socialists at Walthamstow resolved that unless Mr Simon was pledged to give trades unions absolute control j over their own funds for parliamentary purposes, ilie conference would fight him. The conference controls 200(1 votes. | | THE VETO CONFERENCE. J Received 12.30 a.m., Oct. 18th. j LONDON, Oct. 17. There is much .speculation on public platforms and in the newspapers regarding the progress of the Veto -Conference. Mr G. N. Barnes, at Bradford, said the very existence of the Conference was .1 negation of democracy, and the hoped the Conference would end ill disaster. Mi I'. W. Jowett said if agreement was reached it would be bad for popular liberty. Mr John "Ward, at Huddcrsfield, hoped the Conference would end in disaster. The " Chronicle " says that upon a foundation of Home Rule for Ireland it would be possible to build a Federal system of government of the United Kingdom, extendable if and when the self-govei-ning peoples desired the federation of the Empire. Home Rule ror Ireland alone would live to overburden the Imperial Parliament, but *t would open a way to the devolution ot Wales,, and. (simplify $£ not settle :the problem-jofcLords' veto.
