The primarp producers were in a state of serfdom, and the directors of the Sugar Refining Companies could raise or reduce the price jOf sugar at their will. There was no | appeal, nobody could buy sugar except from the Refining Company, and tiro other companies were only allowed to exist so long as they adopted the same rates. He compared the Refining Companies to highwaymen. The men employed in the industry, are badly paid, and irregularly rationed.
