Every delay weakened the democratic force opposed to the Lords, who would be ready to pay handsomely to maintain the Crown, bub the tremendous abuses of the civil list were too many for the people. Those who came into the list were fattening upon the working men. and hiding themselves under the shadow of the Throne.
