The publication of the estimates has disclosed that the Government are only making supplies for six weeks in stead of for a period long enough to cover the session as usual. In the House of Commons Mr Chamberlain asked for an explanation, and Mr George replied that the Government were reverting to the practice which was in operation before 1836, because it was desirable that the House should keen control over the Executive since the Government did not deem it expedient tv arm the executive witli funds which w< u!d make it practically independent- of the Commons" at a critical time. Mr Chamberlain characterised the plan as a shabby manoeuvre. The Government wore holding office by threads that might be snapped at any moment, and were striving to leave the greatest financial confusion behind them. Mr Hugn Cecil declared that it was clear that the Government intended, at a later s t^ l ge, of the session, if turned out- of oinoe, to ask the House to refuse the Crown supplies. Such a course had not been taken since Charles the First. The Government was defiicrniiijr to wreck the Consiituti;:." at ali hazards.
