Lord Charles Bercsford speaking at tho Dolpin Club dinner at Bristol, emphasised the deficiency of the ships, men and stores, and tho absence of a war reserve of coal, and the absence of a war division at tho Admiralty to direct (be. training of the fleet for war. He declared that the recent naval manoeuvres were farcical. The public had been drugged with falsehood. Tho business of tho navy was to always be ready to meet attack, and it cannot be ready unless it is continually under training at sea. The two Power standard has gone, and can only be recovered with the help of tho oversea nations; but they wcro only beginning and it would be at least five yoars before they can contribute to the naval strength of the Empire. Ho concluded by urging every class of society to join together to put an end to the miserable weakness, vacillation and compromise, which are jeopardising Britain's supremacy of the sea, and, therefore, her life as an Empire.
