In the House of Commons, in order to cast ridicule on the Finance Bill, the Opposition endeavoured to raise a discussion at the report stage upon the thirteen kinds of land value mentioned in the measure for tho guidance of Government valuers. . MR JOSEPH CHAMBERLAIN. Received 9.5 p.m., Oct. 27th. LONDON, Oct. 26. Mr Joseph Chamberlain is in London, where he remains during the parliamentary crisis. His health is well maintained. He was recently interviewed by several leading politicians. GOVERNOR-GENERALSHIPS. It is understood that Mr Herbert Gladstone will bo offered the GovernorGeneralship of South Africa when the Union comes into operation, and that the Canadian Governor - Generalship will bo offered to another member of the Cabinet upou Earl Grey's retirement. Johannesburg reports that rumours of Mr Gladstone's appointment arouse no enthusiasm, and that Lord Northcote or Lord Balfour of Burleigh would be more acceptable if Lord Selborne is not allowed to remain. LORDS PASS ONE BILL. Received midnight, Oct. 27th. LONDON, Oct. 20. The House of Lords read the Development Bill a third time, and fheii adjourned. SPEECH BY MR BALFOUR. Mr Balfour, at a meeting of the Conservative Union, denounced Mr Ure's remarks about the Unionist intention to abolish old ago pensions, as frigid and calculated. He incidentally spoke of standing on the eve of an electoral contest.
