A resolution condemning the Budget and favouring tariff reform was carried by an overwhelming majority. Mr Runciman, President of the Board of Education, in a speech at Rhye, said.the Budget was a good one, and the Government would introduce one equally as good in 1910. A DUKE'S FORECAST.
