Mr Rutherford (Conservative) moved an amendment that the tenant undertaking to develop his land should pay' the duty until the owner recovered possession.

The Attorney-General said the owner had a remedy against the tenant failing to develop, and the amount of duty he paid would he included in the damages awarded. The Hon. A. Lyulph Stanley (Liberal) declared that the course the Government were taking put a very severe strain upon his party loyalty. / Mr Balfour, who was much cheered, remarked that, according to the At-torney-General an owner was compelled to pay the duty because a tenant did not fulfil his obligations, and the owner •must launch the lawsuit to evict the tenant. Thus the landlord was expected to enforce his rights to the uttermost farthing. This forsooth was the advice of the Government, whose members described landlords as blackmailers. Mr Lloyd George said that cases such as those mentioned would he rare. The amendment was negatived by 102 votes to 87. Clause 13 was then carried. APPROPRIATION BILL CARRIED. Received 5.5 p.m.. August 15th. LONDON, August 14. The Appropriation Bill was rend a third time. Clause 14. relating to the total value and site value of land, was adopted by IP2 votes to 38. Mr Lloyd George, the 'Chancellor, emphasised the fact that similar objections to those pressed against this clause had been urged when like proposals were introduced in New Zealand ; -nevertheless these were now working smoothly, and New Zealand had offered a Dreadnought to the Navy out of its own taxes. Do predicted that the Opposition would some day congratulate themselves upon the resources placed at their disposal by the present proposal.
