Commission on Electoral Reform .that under the present, system there was no security against the evil of a minority getting majority representation. Moreover, it gives excessive power to cranks and faddists. 'lf- Mr , Asquith was really introducing a Bill based upon tho single transferable- vote, he would be tempted to , resign the GovernorGeneralship of Canada, and return to England and support.him. He added that proporßionaii3 representation is required by the principle of tlie democracy necessitating the government of the people, by the people, for the people'. The present system is government of the people by caucus. As a democrat he believed in one man one and every vote being of equal value. . '
