He states that its object is to sweep away indirect- taxation. CIVIL LORD'S STATEMENT. Received 10.5 p.m., June Ist. LONDON, June 1. Mr Lambeth, Civil Lord of the 'Admiralty, speaking at Bishop's Norton, declared that the Budget proposals were sufficient .to provide for sent and future naval needs. Referring to the naval debate, he denied that Germany would have 17 Dreadnoughts ready in July, 1911. Only seven were yet ordered, therefore it was impossible to have 13 ready by April, 1911, and four more in July. The " Spectator," commenting on the two-power standard debate, endorses Mr Balfour's contention in favour of a clear definition of the principle guiding Britain, and suggests a reference to and acceptance of the drcision of the very able sub-committee which reported in April last.
